However, perhaps statement #2 is used in a too broad sense; I know what you mean, where people start buying stuff they don't really need just because it costs less - the term 'saving' having two meanings is confusing and actually a smart mind-game used by marketeers. Myself, I also buy on sale to save money. But my motivation is to buy high quality brand items which last for very long, which I might not have bought otherwise, in which case I would have settled with a lower-quality item.
